תשובה למכתב תלונה על מיסוי יהודי טבריה. המכתב מתייחס לסג'ל מכרם (צו מלכותי נכבד) של הח'ליפה שניתן בתגובה לעצומה שהגיש סבאע בן פרג' היהודי, ובה הסביר כי בעבר היו שחויבו במס גולגולת (ג'זיה) בשיעור של 5 דרהם בתשלומים קבועים (ברסם ת'אבת), אחרים שילמו 10, ואילו כיהודים ח'יבריים היו פטורים לחלוטין. בידי יהודי טבריה הקבלות (בראאת) המוכיחות זאת. אולם כעת אדם מסוים, ששמו מופיע בחלק העליון החסר של העצומה — ככל הנראה גובה מס או פקיד מקומי אחר — "גילה כלפינו תאוות בצע" ו"חיזק את ידו בעושקנו ובדורשו מאיתנו השפלה קיצונית (או נכון יותר: מבקש את רעתנו [אד'אא]) בכך שגבה תשלומי ג'זיה ביתר". ייתכן שסבאע בן פרג' הוא הלל בן ישועה (לפי גיל). מסמך זה הוא החלק האמצעי מתוך שלושה דפים שצורפו יחד. תיארוך: בסביבות 1030 לספירה (לפי גיל), או למצער בין 1020 ל-1050 בקירוב, שכן המסמך עשה בו שימוש חוזר אפרים בן שמריה.
Princeton Geniza Project description: Response to a letter of complaint concerning taxation of the Jews of Tiberias. The letter refers to a sijill mukarram (noble decree) of the caliph in response to a petition from Sibāʿ b. Faraj the Jew in which he explained that in the past, some have paid a capitation tax (jizya) of 5 dirhams in regular installments (bi-rasm thābit), some have paid 10, and some have been exempt as Khaybarī Jews. The Jews of Tiberias have the receipts (baraʾāt) to prove this. But now someone mentioned in the missing upper portion of the petition, presumably a tax-collector or other local official, has shown "greed toward us" and "strengthened his hand in oppressing us and demanding of us extreme humiliation (or rather: seeking our harm [adhāʾ]) in overcharging jizya payments." Sibāʿ b. Faraj may be Hillel b. Yeshuʿa (Gil). This document is the middle part of three sheets that were attached.
