ככל הנראה דו"ח פאטמי, אך כתוב בפורמט הדומה לכתב צו (דקרט), או שמא צו שמוסר את תוכנו של דו"ח/עצומה, בכתב ערבי. שבר המסמך עוסק במנהל הפיסקלי של אִקטאע (אחוזת קרקע שהוקצתה כתמורה לשירות). נאמר בו כי הקרקע המוקצית לא הייתה חייבת, במשך שנים רבות, בהשתתפות במנהל התעלות והסכרים (הקשור ל-jusūr, מערכות ההשקיה) ולא בהיטלים דיואניים. לאחר מכן הוא מתעד שינוי במנהג, כאשר פקידים הטילו חובות חדשות ונטלים כספיים על תושביה. השבר מסתיים בהוראה מטעם אמיר לערוך בדיקה רשמית (כשף), דבר המרמז על סכסוך סביב זכויות פיסקליות ופטורים. השבר עשה שימוש חוזר בפינה הימנית-עליונה ובצד הרקטו לכתיבת פיוט.
Princeton Geniza Project description: Most probably a Fatimid report, but written in a decree-like format, or could be a decree relating the contents of the report/petition, in Arabic script. The document fragment relates to the fiscal administration of an iqṭāʿ. It notes that the assigned land had, for many years, not been liable for canal/dyke administration (associated with jusūr, or irrigation works) or for dīwānī exactions. It then records a change in practice, with officials imposing new obligations and financial liabilities upon its inhabitants. The fragment ends with an instruction from an amir to conduct a formal inspection (kashf), suggesting a dispute over fiscal rights and exemptions. Reused at upper right and on recto for piyyuṭ.
